欧盟农药残留限量标准由欧盟健康与消费者保护总司负责制定。为解决各成员国食品及饲料中农药残留限量标准不一致的问题，欧盟于2005年5月颁布了关于“植物和动物源性食品和饲料中农药最大残留标准以及修订理事会91/414/EEC指令的第396/2005号议会与委员会法规”，要求欧盟各成员必须实施统一的农药最高残留限量标准，对于无具体限量标准且不属于豁免物质的农药残留则实施0.01mg/kg的一律标准，该法规于2008年9月1日生效。
2011年5月和6月期间，欧盟发布了4个法规，对多种农药残留限量标准进行了修订：
